Secondary packaging brands, groups, labels, or protects the saleable unit. Tertiary packaging moves goods through warehouses, pallets, export routes, and parcel systems. Once you think in layers, the debate stops being so childish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A candy brand may use a decorative retail box, then pack those units into corrugated master cartons. A skincare brand may use a folding carton inside a printed corrugated mailer. A candle supplier may need paperboard inserts, dividers, an inner carton, and a double-wall export shipper. One product. Paper-based packaging can be a strong choice, yes. Cardboard recovery is real. AF&amp;PA reported that in 2024, more than 33 million tons of cardboard were recycled in the United States, with a cardboard recycling rate of 69%\u201374%, or about 90,000 tons per day:&nbsp;<a href=\"https:\/\/www.afandpa.org\/priorities\/recycling\" rel=\"nofollow noopener\" target=\"_blank\">AF&amp;PA 2024 paper and cardboard recycling data<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strong figure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still not a blank check.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A plain corrugated carton is not the same as a laminated, foil-heavy, plastic-windowed, magnet-closed, ribbon-tied, heavily coated, mixed-material gift box. A folding carton made from SBS or FBB with a simple aqueous coating is not the same as one wrapped in plastic film with a PET window and non-paper insert. The word \u201cpaper\u201d does not magically erase every recycling complication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">California is already forcing harder conversations. CalRecycle says packaging makes up over 50% of what California dumps in landfills by volume, and SB 54 sets 2032 requirements around reducing packaging waste and ensuring single-use packaging is recyclable or compostable:&nbsp;<a href=\"https:\/\/calrecycle.ca.gov\/packaging\/packaging-epr\/\" rel=\"nofollow noopener\" target=\"_blank\">CalRecycle SB 54 packaging responsibility rules<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe is moving too. The European Commission says the Packaging and Packaging Waste Regulation, PPWR 2025\/40, entered into force on February 11, 2025 and will generally apply from August 12, 2026:&nbsp;<a href=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/packaging-waste_en\" rel=\"nofollow noopener\" target=\"_blank\">European Commission PPWR overview<\/a>.
